BACKGROUND TO IRC
Founded in 1933, the International Rescue Committee responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Working in coordination with the humanitarian community and the Government of Jordan, the IRC's assistance program for Syrian refugees and vulnerable Jordanians includes both camp-based programs (Zaatari, Azraq) and urban-based refugee assistance (Mafraq, Ramtha, Irbid, Amman). The IRC's assistance programs focus on supporting health, ensuring child protection, addressing gender-based violence (GBV) and fostering economic recovery and development (ERD).
The ERD program works to stabilize household economies through basic-needs and emergency cash assistance, financial management trainings, and capacity building for income generation for women and youth. Activities target vulnerable populations, particularly women who are at risk of gender-based violence (GBV). Through intensive training, targeted financial support, and direct job referrals, the ERD program builds the employability and business knowledge of these groups to support their self-sufficiency.
SCOPE OF WORK
The ERD Deputy Program Manager will work closely with the ERD Program Manager and a team of Senior Officers to support the implementation of ERD activities, including enterprise, employment, and cash programming in Amman, Mafraq, Irbid and Ramtha. The ERD Deputy Program Manager will supervise five ERD Senior Program Officers and will ensure that programming is high quality and evolves based on learning, maximizes strategic relationships, and is implemented in line with the targets established by the program.
Program Implementation and Quality Control
Leads the grant opening and grant closing process in the field in coordination with the grants team, introduces the team to the activities, indicators, and timelines of new projects, and flags any questions to management
Supports the development of workplans and spending plans in collaboration with the senior officers, ensuring that each component is on track to achieve targets, complete procurement and spend budgets in accordance with grants
Supports and actively contributes to the monitoring and evaluation processes of the program, including tool development and refinement, data analysis, and database quality control
Monitors program data at the outcome level, with a particular focus on disaggregated data and vulnerable groups
Feeds into a continuous learning process based on data analysis and regularly held reflections with the team, leads the process to identify areas for program improvement and tool revision
Actively identifies and implements approaches to maximize beneficiary voice in the program
Conducts routine spot checks of programming and implements measures to collect staff feedback at all levels of the team in order to ensure quality and address any issues as they arise
Identifies advocacy priorities for program beneficiaries based on the experience on the ground, and liaises with management in order to support the implementation of the advocacy agenda
Maintains a centralized system to institutionalize program tools and knowledge, ensuring regularly updated program guidance notes and SOPs as program develops
Actively identifies areas of collaboration and mutually beneficial partnerships across components, creates the space for senior officers to have productive exchanges that benefit the program
Contributes to data compilation and report writing
Human Resources Management
Manages 5 ERD Senior Program Officers, supporting their performance and achievement of professional goals, identifying and facilitating opportunities for them to learn and progress in their careers.
Sets specific goals and expectations and provides regular, positive and constructive feedback to staff.
Ensures timely completion and submission of interim and annual performance reviews.
If/as required, identifies staff performance issues and works with Human Resources to document and address
Facilitates communication among the staff, ensuring that they are productively collaborating
Maintains an open and professional relation with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
Advocates for decisions that support staff well-being with the management of the program.
Supports recruitment for all relevant positions as needed
Partnership Development and Management
Leads strategic partner mapping with all senior officers based on gaps or opportunities in programming
Initiates relationships in coordination with the manager, and supports the senior officers to lead as the focal point for the relationship during implementation
Leads the development of MOUs with partner organizations, and manages relationships
Coordination & Representation
Liaises with other department to ensure successful collaboration and identify new opportunities to integrate ERD’s work within IRC programs
Attends all field-based coordination mechanisms, representing IRC’s programs and disseminating information
Represents ERD at donor meetings, program visits, media visits, and others as needed
