CONTEXTUAL BACKGROUND
The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 4 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.
IRC is offering a robust humanitarian response to the Syria crisis. With an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 3,000 staff and workers in the region, IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.
Job Overview/Summary
As part of the Economic Recovery & Development (ERD) team, the Information Management (IM) Manager will be responsible for overseeing and supporting the data and information management process for IRC’s ERD programs in northern and southern Syria including Cash, Livelihoods, and Agricultural Livelihoods Programming. He/she will ensure that IRC’s data collection and information management systems are efficient, harmonized (where feasible), and reliable, and that data is used to inform program decision making. The IM Manager will report to the Sr. ERD Coordinator and directly supervise Information Management Officers and Market Analysts.
Major Responsibilities
Program Management, Technical Quality, and Strategy
• Develop and manage IRC’s ERD information management systems, platforms and databases for cash, voucher, livelihoods, and agricultural programming
• Support in the development of all ERD programs to operate in line with IRC’s Monitoring for Action 9 core standards
• Develop and maintain an active indicator matrix that outlines at minimum the key indicators and data to be collected, disaggregation requirements, calculation methods, tools, and roles and responsibilities
• Ensure that all program data collected including beneficiary registration and selection data is protected, accessible, accurate, and reliable
• In conjunction with the Coordinators and Managers, develop needs and market assessment data collection and market monitoring tools as required; including but not limited to household surveys, key informant interviews, and focus group discussion guides.
• Provide feedback to the ERD team on all program monitoring activities and findings.
• Update internal tracking sheets at the end of each month with support from information management officers
• Support the ERD Coordinator and Managers in completing weekly, monthly, quarterly, and final donor reports.
Program Development
• Work closely with Coordinators and Managers in the development of a sector strategy.
• Support the program Coordinators and Managers in the development of new grant proposals, specifically in developing logical frameworks.
• Attend and participate in external meetings and workshops with donors, as required.
Staff Performance Management, Learning & Development:
• Hire, supervise, and build the capacity of team members in relevant technical and management competencies.
• Develop and implement remote management capacity building approaches to build the strengths of the team in Syria.
• Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.
• Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
• Approve and manage all time, attendance and leave requests to ensure adequate departmental coverage.
• Hold high-quality meetings with each direct report on a regular and predictable basis, at least monthly.
• Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths.
• As required identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies.
• Promote and monitor staff care and well-being. Support appropriate interventions in response to identified staff care needs of both national and international staff.
• Adhere to and act in accordance with the IRC Global HR Policies and Procedures, and communicates through word and example a high standard of compliance with all applicable policies and regulations.
Research, Learning and Analysis
• Train staff to conduct and implement high-quality assessment including focus group discussions and key informant interviews
• Establish processes that systematically capture program learning and inform current program implementation and future program design.
• Provide feedback to the ERD team on all program monitoring activities and findings.
• Compile and present ERD program case studies on a regular basis.
• Draft project study and assessment reports to ensure program are well-grounded and based on participatory input from field staff and potential project beneficiaries
• Review all PDM and monitoring reports, share results with the field team and direct supervisor to support program improvements
Coordination & Representation
• Support timely information sharing regarding challenges and needs at the field level.
• Coordinate closely with MEAL to ensure consistency and quality of data collection.
• Represent IRC at relevant cluster meetings as required
