BACKGROUND TO IRC
Founded in 1933, the International Rescue Committee responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Working in coordination with the humanitarian community and the Government of Jordan, the IRC's assistance program for Syrian refugees and vulnerable Jordanians includes both camp-based programs (Zaatari, Azraq) and urban-based refugee assistance (Mafraq, Ramtha, Irbid, Amman). The IRC's assistance programs focus on supporting health, ensuring child protection, addressing gender-based violence (GBV) and fostering economic recovery and development (ERD).
The ERD program works to stabilize household economies through basic needs and emergency cash, financial management trainings, and capacity building for income generation for women and youth. Activities target vulnerable populations, particularly women who are at risk of gender-based violence (GBV). Through intensive training, targeted financial support, and direct job referrals, the ERD program builds the employability and business knowledge of these groups to support their self-sufficiency.
SCOPE OF WORK The ERD program builds the capacity of vulnerable populations that are underrepresented in the labor market to generate income through employability training, individualized job counselling, on-the-job training support through apprenticeships, and job matching services. This ERD Senior Employment Officer will work closely with the ERD Deputy Program Manager and manage a team of four employment officers officers to lead the implementation of ERD employment activities in Amman, Mafraq, Irbid and Ramtha. The Senior Officer will be responsible for generating team workplans that are in line with targets, verifying that implementation is consistent and high-quality across sites, and that programming grows to respond to beneficiary needs. The Senior Officer will also work closely with ERD’s M&E team to ensure that evidence is appropriately and effectively gathered, analyzed and used to inform programming.
RESPONSIBILITIES
Program Implementation and Technical Quality
Creates and maintains updated workplans to ensure that targets are met for all employment interventions, flags any implementation issues as soon as they arise, and independently problem-solves and adapts plans to keep programming on track.
Supports the beneficiary outreach and recruitment process by:
Facilitating community outreach events at the different locations to build awareness of services
Supporting the internal and external referral and liaising process
Oversees activity planning, budget projections for activities, and spending plan and procurement plan implementation, as well as appropriate documentation collection and storage for all program records.
Performs quality checks across multiple sites and implements course correction plans for any issues or gaps in services, ensuring that programming is responsive to the specific context where it is being implemented.
Liaises with other departments (and in particular with Finance and Supply Chain), follow up on issues related to the apprenticeship stipends.
Supports and actively contributes to the monitoring and evaluation processes of the program, including spot-checking data collection, compiling data and analyzing results.
Provides technical support to implement the employment programming, including tool and system development and refinement, and leads the process of institutionalizing program tools and knowledge.
Ensure that private sector mapping is up-to-date at each location, and that the program approach reflects the market and information learned through the mapping exercises.
Guides regular reflection sessions with the enterprise team, feeds into a continuous learning process to improve ongoing and future program implementation.
Compiles beneficiaries feedback, advocates for their needs and priorities, and suggests approaches to maximize beneficiary voice in the program.
Mainstreams protection and gender in programming, responds to any protection concerns immediately with the participation of impacted beneficiaries, while also flagging recurrent issues for advocacy.
Takes initiative in problem-solving and looks for opportunities to expand program activities.
