Women’s Protection and Empowerment Manager – IRC International Rescue committee

BACKGROUND:
Founded in 1933, the International Rescue Committee is one of the most prominent international organizations working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression.
Working in coordination with the humanitarian community and the Government of Jordan, the IRC's assistance programs for vulnerable persons in Southern Syria includes assistance in the following sectors: women’s protection & empowerment, child protection, protection rule of law, cash assistance, primary health care service provision and community-based health.
SCOPE OF WORK:
With direct management support from the Senior Protection Manager, the Women’s Protection and Empowerment (WPE) Manager plays a key role in leading project development and implementation, providing technical support and guidance to the IRC’s protection services including remote management of staff and/or partners inside southern Syria, and ensuring the delivery of quality WPE programming in southern Syria.
Key Working Relationships:
Position Reports to: Senior Protection Manager
Position directly supervises: Protection Officer
Indirect Reporting: Will work within IRC’s cross-border team, led by the Deputy Director (Programs)
Other Internal and/or external contacts: Regular coordination with other humanitarian actors and partners in Jordan and Syria.
Responsibilities:
Program Design, Support and Planning
Project, technical and grant management of IRC cross border WPE services, including partner and staff management.
Oversight of WPE direct implementation projects as well as WPE partner projects in southern Syria, ensuring high quality programming and implementation.
Work closely with operations and grants to coordinate to ensure quality, timely, implementation and development of programs, including providing oversight over the budget versus actual, indicator tracking tools, and other grant management tools used by the IRC; participation in monthly grant review meetings; and regular monitoring of internal program purchase request tools.
Development and implementation of training and technical support to mainstream WPE standards across all IRC cross border programs.
Development and facilitation of training and technical support to mainstream WPE standards across the southern Syria response
Ensure donor compliance in program implementation and procurement.
Take a lead role in design of new WPE projects, and proposal development.
Ensure timely and correct narrative and quantitative reporting from inside Syria.
Monitor program developments and play key role in the identification and development of strategic opportunities and other business opportunities.
Play a key role with the Senior Protection Manager in the development of proposals to ensure continued programming.
