Consortium Coordinator – Action Against Hunger – Action Contre La Faim (ACF)

Action Against Hunger is an international non-governmental organization working in more than 40 countries in the fields of nutrition, food security and livelihoods, water sanitation and hygiene, and care practices. ACF is looking for its program in Jordan for Consortium Coordinator

Work place: Amman, JORDAN with 60% travel to field sites and regular travel to Erbil, IRAQ

Monthly Basic Salary Range: 2860 JOD

A. Specific Objectives:

Ensure effective coordination of, participation in, and administrative management of, Action Against Hunger’s consortium projects;
Deepen the positive inter-agency relations affecting the successful achievement of the goals of Action Against Hunger’s consortium projects; and
Facilitate the realisation of quality, coherent consortium programming in conformity with Action Against Hunger and international standards and national policies

B. Main Objectives

Mission 1: Foster inter-agency coordination for implementing partners to consortia

– Ensure regular and open / transparent communication between consortium partners
– Ensure vertical information sharing (upwards and downwards) between different consortium management structures
– Promote harmonisation of approaches and methodologies across all consortium partners
– Coordinate the development of all technical tools related to the consortium projects (ToRs for consultants and evaluators, ad hoc reports, reports on good practice or lessons learnt)
– Establish and reinforce common understanding across consortium partners on project goals, components, and implementation methodologies (particularly in relation to monitoring, evaluation, accountability, and learning (MEAL) approaches)

Mission 2: Maintain and strengthen positive donor and government relations and external representation of consortia

– Protect and promote the vision, mission, and interests of consortium partners towards external stakeholders
– Represent the consortium toward the donor(s) and government authorities, and therefore communicate with the donor(s) and government authorities, in close consultation with / accompanying consortium partner leadership
– Ensure continuity of consortium external communications activities, including formal presentations, engaging media for coverage on success stories, updating project-specific and regional fact sheets, and documenting publications featuring the consortium in the media
– Oversee the consortium’s communication activities, including media visits, photographer’s mission, video production, and other similar processes
– Lead the drafting and dissemination of position papers, statements, reports, and releases on the consortium’s engagements and advocacy, as requested and to be approved by the relevant consortium’s steering committee
– Establish and maintain mapping of stakeholders with relevance to Action Against Hunger’s consortium projects, and advise on relationship management and influencing of stakeholders

Mission 3: Ensure strong project cycle management practices are followed for consortia

– Together with the Project Managers of consortium partners, plan the various stages of project implementation and set the direction by prioritising and organising activities and resources to achieve project objectives
– Validate the key stages and the methodologies of the consortium projects being undertaken (timetables, baseline / midterm / endline surveys and assessments, technical studies, calls for tender, specifications, community approaches, internal and external evaluations, amongst other elements)
– Work closely with the MEAL team to ensure that MEAL systems are in place to measure the outputs, outcomes, and impacts of consortium projects; lead the integration of learning / findings from MEAL results into projects and programmes
– Oversee and monitor the work of consortium and implementing partners, ensuring that technical quality and standards are considered and respected during project implementation
– Ensure sound management of project management (time, cost, and scope) to uphold and strive toward quality outcomes
– Ensure that contractual obligations are met in terms of project deliverables
– Ensure activities are implemented according to the approved donor and partnership agreement

Mission 4: Leverage macro-level view of consortium projects to advise on programme quality

– Advise on the responsiveness of consortium projects to humanitarian and development needs, including sensitivity to cross-cutting issues such as gender and environmental considerations
– Ensure, by use of Action Against Hunger-specific monitoring (project quality, field visits, external audit, etc.) that global norms and national standards guiding humanitarian and development interventions are respected
– Lead by example as an active contributor to advancing Action Against Hunger’s gender mainstreaming efforts and gender equitable approach throughout programming undertaken with partners and teams working on partnerships
– Alert the Action Against Hunger Jordan DCDP and advise on precautionary measures to be taken in case a major risks to public health is foreseen or identified
– Promote transparency and ethical standards in projects by highlighting complaints / grievance procedures, particularly in respect of the beneficiary population

Mission 5: Support the development of proposals to continue or build on consortium programming

– Contribute to the identification of funding opportunities and inroads for donor relationship development, ensuring in collaboration with the DCDP that there is an exchange of technical information with the funding agencies identified
– Participate in visits by funding agencies whenever requested by the steering committee for expansion of donor base to existing or new consortia
– Lead the drafting of consortium project proposals in accordance with the formats and deadlines of funding agencies, and make substantial contribution to general and cross-cutting sections of proposals

Mission 6: Fulfill general responsibilities and contribute to broader Action Against Hunger Jordan operational quality and consistency

– Maintain the confidentiality of all sensitive information at all times
– Perform other job related tasks as requested by the supervisor
