Contracting Standards & Regulations Manager – PROVEN

Responsibility:
Actions/ Work Tasks that Enable the Role to Achieve the Job's Overall Purpose
Financial:
• Develop the Contracting Standards & Regulations Department’s strategy in line with the business requirements, and raise to Head of Regulatory Affairs for endorsement
• Develop annual Contracting Standards & Regulations business plan and budget, in line with Client business plan, and raise to Head of Regulatory Affairs for approval
• Monitor Department’s budget performance against set targets
• Propose and review all Contracting Standards and Regulations Department’s investments, in accordance with the Department’s budget, and raise to Head Regulatory Affairs for approval
Customer Focus:
• Compile comprehensive list of contracting industry regulations
• Conduct detailed review of individual industry regulations
• Propose amendments to existing industry regulations based on market needs/international best practices
• Present proposal for amended regulations to the Head of Regulatory Affairs
• Lead the formulation of policy, strategies, regulations and programs to accelerate private sector development and Public-Private Partnerships (PPP)
• Advise and assist key stakeholders in developing and structuring PPP projects
• Define a plan of action for implementing amended regulations
• Conduct meetings with authorities impacted by amendments to regulations
• Work with the Head of Regulatory Affairs in lobbying the relevant government entities in the implementation of amended industry regulations
• Work closely with other governmental entities to ensure implementation
• Manage the consultation process for amending industry regulations and standards and promote periodic review and reassessment of the regulations
• Establish relations with global similar authorities to obtain insights/best practices and for knowledge sharing
• Research international best practices and collaborate with international entities to boost knowledge of regulatory standards and tailor to KSA
Internal Business Process:
• Manage the effective achievement of Departmental objectives through the leadership of the Department – setting individual objectives, recruiting qualified staff, managing performance, developing and motivating staff, provision of formal and informal feedback and appraisal – in order to maximize subordinate and Departmental performance
• Lead the Department’s team towards achieving the set business plan targets
Learning & Growth:
• Develop the manpower plan of the Contracting Standards and Regulations Department and raise to Head of Regulatory Affairs for approval
• Develop and raise for approval training plans and technology upgrades for the Contracting Standards and Regulations Department
• Ensure that all new joiners in the Contracting Standards and Regulations Department are inducted and trained on Client's policies, procedures and standards
• Establish a healthy work environment for employees
