CONTRACTS & PROCUREMENT MANAGER – Leading Construction Company
A. Job Summary
Responsible for overall supervision of activities in the department; and ensure that all contractual documents are thoroughly reviewed and evaluated prior approval and that all activities related to procurement are accurate, dependable and mutually beneficial to the company and to the client.
B. Duties and Responsibilities
Prepare a complete list of required materials for every newly-awarded project, after reviewing the Specifications, Bill of Quantities (BOQ), drawings and Contract so that procurement of required materials can be done in a timely manner
Monitor and direct activities of the department in relation with processing of Internal Supply Request (ISR) and material submittals to client and/or consultants and direct necessary actions to be taken in order to address any pending and unapproved materials
Prepare Comparison Sheet and select the best quotation in terms of cost and compliance with the Specifications
Negotiate with the subcontractor/supplier for a potential discount after the comparison and cost analysis is made
Draft contract agreement which will serve as basis in carrying out every subcontractor work and/or materials supply; and coordinate with the subcontractor/supplier and the management for approval
Review and approve Local Purchase Orders with attached comparison sheet and quotations, if the cost is as per the market price.
Monitor Procurement Log, ISR Log, and Supplier database
Coordinate with other departments in order to discuss issues and other matters to ensure smooth flow of work execution pertaining to procurement activities
Attend management meetings with the MD and other department / project managers and/or external representatives like clients/consultants, suppliers/subcontractors
Perform annual Supplier Evaluation to assess the performance and efficiency of suppliers
Backup data in external drive CD and / or regular backup in Central Server.
Lead the department in complying with the Policies and Procedures of the company and that of the state (Qatar Labour Law and Qatar Ministries)
Perform other related duties as advised by the direct supervisor
