Deputy Contracts Manager – Parsons International Limited

The Deputy Contracts Manager shall perform the following tasks as a minimum:
Establish and maintain Program contracting practices, methods, standards, and procedures
Establish and maintain procurement/materials handling best practices, economic principles, international codes, standards, procedures, and specifications.
Develop Program procurement plans to ensure the efficiency, quality, and performance of Consultant, Contractor, and materials procurement to meet project objectives.
Work closely with Project Management implementation planning team to plan and prioritize purchasing activities.
Review planned orders, create requisitions for purchased items, and manage approval processes.
Transmit and prioritize the approved purchase orders and the supporting documents.
Track order acknowledgement and prepare and communicate shortages and backlog reports.
Review, update, and maintain purchase orders until they are closed.
Ensure orders adhere to supplier agreements and contracts and report non-conformances.
Coordinate with the finance and logistics staff in resolving reception and invoice discrepancies.
