Employee Relation and Services Manager – Qatar Foundation

Job Purpose
To manage the Employee Relations and Services (ER, Payroll + Travel & Insurance) needs.
Key Result Areas
• Manage Department operations; responsible for employee performance (including evaluation & goal setting) and for effectively recommending the hiring, terminating, promoting, demoting, and/or disciplining of Personnel employees.
• Responsible for business and strategic planning required for the department.
• Ensure communication initiatives across QF re: Department matters as and when required
• Support and Advise Management in the application and interpretation of HR Policies, Procedures & services
• Manage and ensure optimum centralized ER services (ERP/ER Email)
• Contribute to the enhancement and development of HR Policies through policy suggestions/revisions based on customer feedback and field application.
• Initiate and Support Business Improvement initiatives within Personnel
• Manage Personnel Automation Projects
• Lead review and enhancement of existing department Procedures & Processes and by developing new ones (increasing efficient ERP application as much as possible and streamlining operations).
• Handling of Department Audits, audit reviews & reports and closing of audit findings,
• Prepare, review, issue various Department required Reports (Monthly Report, ER Services Log, Audit reports, SLA Reports, Quarterly Reports, etc.)
• Ensure adherence to State Labor and Pension Laws – responsible for Pension Administration with Pension Authority
• Manage Employee Grievances and/or participate in investigations related to such
• Ensure accurate and timely Payroll processing across QF + Centers each month
• Oversee Travel operations with regards to Expatriation, Repatriation, Training Travel and Business Travel across Qatar Foundation & Centers
• Ensure compliance to Travel Partner contract/agreement and resolve any matters pertaining to same
• Negotiate and ensure optimum cost/benefit services for Qatar Foundation & Centers with regards to Travel operations
• Ensure up-to-date and accurate Travel Procedures & Processes (utilizing efficient ERP application as much as possible).
• Oversee Medical & Life Insurance operations across Education City
• Responsible for development and enhancement of Insurance provider contract/agreement
• Negotiate and ensure optimum Insurance coverage for Qatar Foundation & Centers
• Ensure up-to-date and accurate Insurance Procedures & Processes.
• Other reasonable tasks as assigned by supervisor
Operating Environment, Framework & Boundaries
• Supervisor – frequent contact to provide project updates and request any needed support
• Project sponsors, Human Capital management and other stakeholders – regular contact to provide project updates
• External agencies – contact as needed to provide updates and exchange information
• Department staff – regular contact for information exchange and to obtain any needed support for project completion
