Head of Operations – The Pearl Qatar/Medina Centrale – United Development Company

The Head of Operations (MC) will be accountable to run an efficient operation, in respect to the Medina Centrale Retail Precinct, with specific reference to Retail Property and the delivery of services consisting of facilities management, cleaning, security, landscaping, traffic & car parking management, pest control, waste management, health and safety and engineering services. Oversight of retail tenant activities and their operations in close coordination with tenants with the view to building strong landlord / tenant relationships.
The implementation of best practice operation standards is a key to this role as well as a comprehensive understanding of Government Regulations, operational methods and the need to increase profitability and keep the cost of common areas under control.
To maintain high standard in customer serviced areas, ensure proper discipline amongst tenants, service providers, contractors and tenant staff at all times.
The management of the contracted facilities maintenance, security, cleaning and landscaping service providers, through the appointed UDC Facilities Maintenance Department and / or the service provider site supervisors, to ensure the delivery of service to the required standards, within the agreed budgets and to requirements as set out in Service Level Agreements (SLA).
Prepare Scopes of Work for all service providers & maintenance contractors.
To oversee the Commercial Property’s service providers and third party contractors.
Review, recommendation and endorsement of all service delivery documentation and to provide support documentation for payment of service providers invoices, report and document short comings and set contractual processes in motion to apply penalty clauses.
The maintenance and monitoring of procedures and records relating to the building fabric, mechanical and electrical maintenance. Identify problem areas and proactively recommend and implement / execute rectification plans within relevant guidelines as needed.
To ensure that all plant and machinery is being effectively and efficiently maintained by third party contractors in accordance with the maintenance schedules and that all records are accurately maintained.
To ensure that utility consumption and costs are effectively and efficiently managed.
The maintenance of the Retail Property ‘Planned Preventative Maintenance’ schedule.
Oversee any reactive maintenance works / projects with the assistance of the PM Facilities Management Department.
Manage the transition of new incoming contractors / service providers.
Oversee and coordinate from a building management perspective fit-out works in cooperation with the PM Property Coordination Team.
Contribute to add value and enhance the property under management.
Manage, communicate and coordinate all retail and retail tenant operations and activities to build good healthy tenant relationships but also to ensure that retailers comply with requirements.
Coordination with tenants regarding operations, maintenance, signage, shop-fronts, back of the house facilities, waste removal or trash disposal, pest control, safety & security issues.
To provide or obtain, on a day to day basis, the necessary permissions or approvals & permits to tenants, external suppliers and contractors
Preparation of Annual Building Operational Budgets including any service charges and expenditure with the assistance of support staff / departments including:
Administrative costs.
Operational / maintenance costs.
Capital improvement costs.
Ensuring compliance to set standards and carrying out regular inspection, with the objective of enforcing adherence to safety standards and customer satisfaction within allotted budget.
To ensure adherence to the Building RULES AND REGULATIONS handbook.
To ensure all health, security, safety and environmental statutory obligations and industry best practice procedures and systems within UDC are adhered to.
To assist in the maintenance of the retail property emergency planning and business continuity plan, reviewing and updating as necessary to ensure optimum effectiveness. To ensure that all accident and incident reporting, including insurance and statutory forms and procedures are correctly completed and adhered to.
To ensure that all the building’s insurer’s requirements are complied with.
To ensure that the retail property health, safety and environmental compliance records are accurately maintained.
Assist the Operations Manager: Retail and Commercial in overseeing all aspects of the buildings health safety and environmental policies and procedures including the induction of new occupiers and their contractors
Lend assistance to facilitate marketing strategy, meet with tenants, other affiliated companies, departments and event organizers, and provide support services for events and marketing promotions within the property. To issue Endorsement of Events to tenants & UDC Registry Department.
The role reports to Operations Manager Retail & Commercial with no internal direct subordinates however with indirect reports (Multiple Service Departments, Contractors and Outsourced Service Providers)
