HSE Manager – TYPSA

HSE Manager – preferably Westerner with 20 years of work experience in rail works. If with Masteral degree, 17 years of experience is enough.
Roles and Responsibilities:
Formulation of project’s Safety Manual and Procedures and its implementation & monitoring for effectiveness of the client’s HSE policy.
Reviewing and comment on Contractors’ Safety Plan and procedures; follow up on Contractors’ implementation of the Safety Plans.
Formulating programs for the development of HSE practices on site. Giving advice and
support on matters concerning HSE. Continuous improvement of personnel safety, construction site safety and protection of environment.
Preparing construction site safety standards.
Prepare and design safety audit and inspection form.
Develop and implement warning system for safety non-compliances and administer the safety corrective actions by Contractors.
Review the design and analyzed the project locations to determine if the design or locations would present any unusual safety or security exposures that would require special attention.
Prepare monthly safety scoring system
Plan, direct and supervise HSE functions and activities, advising project managers, engineers, foremen, Client’s staff and Contractor’s staff of applicable HSE legislations, policies, rules, standards so that they can develop safety awareness
Coordinate with the client’s management, ensuring HSE requirements are understood at all levels.
Conduct and coordinate HSE management/coordination meetings on site with Contractors, Client’s staff and project’s management
Promoting “Best Practice” through benchmarking and communicate the result to management for assessment and possible implementation.
Conduct incident investigation, sturdy the “root causes” and promote safety awareness and accident prevention measures to secure a safe working environment.
Review method statements and its corresponding risk assessment.
Task Assigned:
Managing of HSE of the Works Contracts;
Coordinating the whole Consultant Team on HSE aspects;
Identify assess and register the initial baseline Project Risk events into a risk register database, and prepare a risk mitigation plan.
Advisory to the key experts on the issues related to the safety during works execution;
Monitoring of the fulfillment of the safety measures implementation.
Keeping the file of the issues related to the safety.
Acting as Labor safety and health Coordinator in the labor safety and health conditions during the implementation of construction and assembly works.
