Human Resources Manager – PROVEN

Responsibility:
Actions/ Work Tasks that Enable the Role to Achieve the Job's Overall Purpose
Financial:
• Develop the Human Resources Department’s strategy in line with the business requirements, and raise to Head of Business Support for approval
• Develop annual Human Resources business plan and budget, in line with client business plan, and raise to Head of Business Support for approval
• Monitor Department’s budget performance against set targets
• Propose and review all Human Resources Department’s investments, in accordance with the Department’s budget, and raise to Head of Business Support for approval
Customer Focus:
• Build and communicate employer brand to attract, retain and develop talent
• Review annual recruitment plans, guide recruitment priorities and activities and monitor progress
• Manage the recruitment, hiring and induction of client employees
• Review and approve selection of external recruitment agencies to support HR functions with external recruitment efforts
• Ensure that all new joiners in client are inducted and trained on client's policies and procedures
• Ensure the development of client staff through clear career progression structures and adequate training programs
• Oversee periodic surveys to measure employee satisfaction and engagement and report results to senior management
• Collect payroll data from Regional Offices
• Train Regional Offices on induction program of new joiners
Internal Business Process:
• Lead the development and continual updating of training and development plans, including competency frameworks, training and development strategies, training programs, development plans, succession planning, methodologies of delivery and internal and external training policies
• Establish client succession policies in coordination with senior management, and ensure regular updates to succession plans
• Research and develop partnerships with external training providers, and subsequently monitor service levels and satisfaction levels
• Lead the Human Resources team towards achieving the Department’s business plan targets and service levels
• Manage the development and enforcement of all Human Resources policies and procedures
• Oversee the implementation of client's organization structure and ensure that the organization manual and job descriptions are maintained and updated as required
• Institutionalize performance management philosophy and system and ensure periodic administration of the performance appraisal process
• Prepare regular reports for management on employee turnover, training statistics, compensation benchmarks etc.
• Ensure that all employee-related policies (healthcare, residencies, etc.) are appropriately and properly implemented
• Support Board of Directors and Governor with internal projects, as required
Learning & Growth:
• Research Human Resources trends and communicate with Division head and other Departments on ensuring HR is at the forefront of technology and capability trends
• Develop the manpower plan of the Human Resources Department and raise to the Head of Business Support for approval
• Build capabilities within the Human Resources Department, develop leadership skills of direct reports, and ensure that training plans are in place to develop the Human Resources staff
• Develop and raise for approval training plans and technology upgrades for the Human Resources Department
• Ensure that all new joiners in the Human Resources Department are inducted and trained on client's policies, procedures and standards
