Manager of Construction Dept. – Parsons International Limited

This position, as described, is intended to be filled by a senior manager of SAPL. It is closely aligned with the duties of the Department Director and is established by the CEO to align and unify the activities of the MSA contractor with the department objectives and the Annual Work Plan. This position retains performance responsibility of SAPL personnel working in support of the department activities, ensuring that work of MSA support staff conforms with department needs. Manage, review and oversee, as Deputy of Department, engineering drawings and designs, project proposals as well as contractors' performance, and ensure that contractors quality and health, safety and environmental concerns are appropriately handled.
Strategy Formulation
• Support Director in establishing and then implement department policies, goals, objectives, and procedures as approved by the Director of Construction.
Assist the Director in establishing and implementing the business plan, priorities and working objectives of the department and section in alignment with Executive Management's vision as stated with the approved Annual Work Plan.
• Develop departmental business plans that are in line with Division/Business Unit/RC
objectives as directed by the Director.
Budgeting and Control
• Assist the Director in establishing and implementing the department Annual Business Plan, Construction Department procedures, planning and forecasting of annual construction work plans, budget expenditures, and performance schedules from construction award through all phases of execution and close out in accordance with the approved Royal Commission-Yanbu Annual Work Plan.
Operational Tasks
• Provide assistance to the Director of Construction Department on all construction matters.
• Establish manpower requirements and schedules to execute the scope of work.
Coordinate with others to develop manpower requirements in support of the projects. Ensure construction interfaces and coordination with all departments are established and functional.
• Assist in the assignment and oversight of construction field teams, participation in monthly program-wide status reviews, and in the maintenance of effective and efficient department procedures, KPI's and QA/AC procedures. Perform inspection visits to ensure that work performance is in accordance with acceptable quality and Safety performance requirements.
• Be prepared to represent the department in executive management meetings as necessary.
• Coordinate with other departments and Divisions in the implementation of the current and future Master Plan deliverables and initiatives.
• Assist in establishing, implementing, monitoring, and enforcing departmental policies, goals, objectives, and procedures.
• Assist the Director in identifying gaps in knowledge and skillsets of staff, and in implementation of appropriate training and career path advancement tools.
• Assist the Department Director in communicating the support needs of the department to the SAPL Program Manager.
• Oversee the preparation of all necessary documents such as COEAs, Issuance of LOIs, Change orders, and the responses to GBS inquiries and the correspondence to the Chairman and his staff at RC Riyadh, etc.
• Manage private-sector construction projects and recommend approval of rehabilitation contracts.
• Oversee contractors' performance and ensure that contractor/subcontractor quality and health, safety and environmental concerns are appropriately handled.
• Evaluate and recommend approval of project proposals submitted by vendors, contractors, sub-contractors on all construction related projects.
• Review and assess the performance of Contractors on ongoing projects, and provide input and feedback needed to rectify deviations.
• Review project technical specifications, work schedules, labor and equipment requirements and ensure that projects under execution deliver required projects in an appropriate manner.
• Review change orders as requested or issued by contractors, assess the value of the same, and provide input and feedback towards the evaluation process.
• Recommend approval of engineering drawings and designs during the design phase and technical packages for projects.
• Review reports detailing contractor performance and schedules, and provide input and feedback in order to improve performance.
• Coordinate and responsible for development of detailed report for inclusion in the Unified Monthly Report prepared by Project Management Department. Prepare any other necessary department project and program reporting, including development of program-wide earned value management templates. Identify matters which lead to exceeding project budgets of result in project delays.
• In the absence of the Director, support the acting Director until such time as the director resumes his duties.

• Direct or assist in establishing, measuring, and reporting the achievement of department goals and targets, KPI's, QA/QC procedures and performance
• Assist the Director in identifying gaps in knowledge and skillsets of staff, and in implementation of appropriate training and career path advancement tools. This includes setting up training and rotation programs, mentoring of new Saudi hires and young professionals, preparing employee evaluation performance reports, establishing contractor safety training and quality programs.
• Assist the Department Director in communicating the support needs of the department to the SAPL Program Manager.
• Evaluate subordinates performance in a fair, transparent and objective manner on a periodic basis
• Creates an environment where Innovators can successfully achieve professional career path goals.
• Communicates relevant information to subordinates and superiors.
• Resolve problems and issues as they relate to departmental scope and management of staff personnel.
• Analyze difficult employee situations, using appropriate discretion, HR advice, and respect for the individual, in order to suggest a path of action to the Director for implementation.
Related Assignments
• Performs other related duties as assigned or directed by the Director of Construction
Department to achieve departmental success.
