Partnership Analyst – Amman – Action Against Hunger – Action Contre La Faim (ACF)

Main Objective of the Post:

Provide technical support to ACF teams in the development and management of partnerships in line with ACF guidelines.

Main Responsibilities:

Mission 1: Organise, systematise / formalise, and implement the partnership approach between ACF and its partners in collaboration with the DCDP, Heads of Departments, and Field Coordinators

 Coordinate the partner selection process
 Establish and roll out a participatory process related to the definition of strategic, principled partnership development and orientation of partnerships
 Clarify the operational terms related to the joint implementation of projects or programmes
 Establish template and project- / relationship-specific legal partnership documents (including but not limited to partnership agreements and operational collaboration agreements)
Examples of tasks:
– Define partner selection criteria
– Draft contractual documents of partnership on the basis of the defined project / programme
– Define indicators and tools for monitoring and evaluating the performance of partnerships, and lead on partner performance evaluation (including approach to defining and documenting lessons learnt about relationships)
– Collect and analyse the information needed to facilitate informed partner selection
– Facilitate relationship development between ACF and potentials partners (clarification for partners on ACF’s guiding principles and values, determining individual and mutual interests, cultivating futures prospects)
– Support programme team in defining a common project or programme between ACF and (a) partner(s) (goal, results, deliverables, activities, planning, roles and responsibilities, etc.)
– Support programme team, particularly Monitoring and Evaluation staff, in establishing shared approaches between ACF and its partners to track and assess project progress
– Define with the partner the guiding principles for partnership mechanism (governance, decision making, organisation chart, communication, security, reporting, process manual, etc.)
– Create and maintain partner database, and draft partner files and ensure maintenance of associated knowledge management systems.

Mission 2: Serve as operational support focal point for partner management and relationship improvement
 Lead communication on relationship managerial aspects between ACF and its partners (or support / backstop on communications in case of consortia arrangements)
 Monitor and conduct diagnostics / evaluation of partnerships
 Make recommendations on the expansion, continuation, and /or revision of partnerships
 Coordinate conflict management and resolution
 Facilitate lessons learnt meetings or workshops on specific partnership experiences
Examples of tasks:
– Propose relationship-specific diagnostics / internal evaluation methodologies, taking in to consideration dimensions such as project scope, strategy, original goal of relationship, and overlap in or divergence of organisational priorities and strengths
– Conduct diagnostic / internal evaluation with teams involved in the partnership
– Draft a diagnostic / internal evaluation report presenting the main conclusions and recommendations
– Present diagnostic / internal evaluation results to ACF teams and partner teams as appropriate
– Define, propose, and implement mechanisms for conflict management
– Facilitate conflict resolution as needed
– Draft a study / synthesis on partnership experience
– Disseminate lessons learnt documents to regional and headquarter staff, as approved by country coordination team / senior management.

Mission 3: Define and implement a process of partner capacity development
 Create and implement a consistent approach to partner capacity development, including definition of standardised assessment and capacity development plan formats
 Prepare and conduct partner assessments
 Draft partner capacity development plans, and finalise plans in coordination with relevant technical leads and partner staff
 Implement monitoring / evaluation processes on capacity development plans
 Lead by example as an active contributor to advancing Action Against Hunger’s gender mainstreaming efforts and gender equitable approach throughout programming undertaking with partners and teams working on partnerships
Examples of tasks:
– Lead partner capacity assessments, drawing on ACF team members’ areas of expertise as needed
– Propose a methodology of capacity development adapted to the context and based on partner assessment results as well as partner performance
– Identify priorities in terms of partner capacity development
– Propose and finalise partner capacity development plans
– Define and formalise indicators for monitoring and evaluation of partner capacity development
– Evaluate the progress on partner capacity development and adapt plans accordingly
– Make internal recommendations on ACF’s own capacity development to better work in or lead partnerships
– Reinforce inclusion of gender considerations in implementation and partnership methodologies, with specific respect for Action Against Hunger’s Gender Minimum Standards
