Pharmacy Coordinator – IRC International Rescue committee

Major Responsibilities

1. Pharmaceuticals and Supplies Management:
• Working closely with Health Coordinators and technical advisors – particularly the Pharmacy Technical Advisor (Health Unit) – to define and update program’s essential drug lists in line with activities, definitions of basic service packages, health technical unit guidance, and donor requirements.
• Working in collaboration with the Supply Chain Coordinator, the Senior Manager for Pharmaceutical Procurement (Global Supply Chain), and the Pharmacy Technical Advisor to ensure adequate pharmaceutical suppliers in country , carrying out the standard prequalification process, and planning for the regular supply of pharmaceutical items, avoiding shortages and stocks-outs.
• Maintains a global overview of medical stocks for the program; Monitors the availability of medical products to avoid stock-outs and financial losses generated by expired items; Collaborates with the Health & Supply Chain Coordinators and to define stock security levels;
• Participates in defining strategies for supply, management, distribution and use of medical products in line with IRC’s recommendations and policies; in collaboration with Health and Supply Chain Coordinators, lead development/use of new pharmaceutical stock management systems and software;
• Participates in developing and implementing the pharmaceutical supply chain standard operating procedures;
• Ensures respect for Good Distribution Practices for Pharmaceutical Products (GDPs) at coordination/project stock level, and good dispensing practices in end user units;
• Manages stock data and indicators, analyzes and interprets performance to make necessary programmatic decisions or course corrections in collaboration with Health and Supply Chain staff (consumption, stock levels, stock-outs, pre-stock-outs, over-stocking, donations, expired products, disposal, etc.);
• Provides regular reports on stock data and indicators as well as rational drug use;
• Coordinates with the supply chain team to drive and oversee the cycle of pharmaceutical, medical supplies and equipment procurement to ensure alignment with donor and project requirements appropriate technical specifications matching need; and integrity of all bid, tender, and delivery processes;
• Conducts regular audits and follow up on recommendations on GDPs: the layout of the warehouse, storage, product arrangement, reception, distribution and transport.
• Coordinate with supply chain to ensure efficient store release, distribution, and transfer of all stock to the required field site locations;

2. Technical Support and Capacity Building:
• Provides technical advice and support to the Health Coordinators and Senior Health Coordinator on best management practices for medical commodities.
• Supervises the Syria country program pharmacy managers, including review and follow up, as needed, of periodic pharmacy manager reports.
• Carries out regular field visits to the programs’ field sites, including in Syria, to provide technical assistance; maintain regular work plans in line with project objectives and identified capacity building needs;
• Build the capacity of field-based staff on rational drug use;
• Provide indirect supervision of staff responsible for pharmacy management in the field;

3. Technical Support and Monitoring for Partner Implemented Activities:
• Develop and maintain strong relationships with pharmacy focal points in each partner organization;
• Working in collaboration with the partners in across the Syria country program to assess the pharmacy management system they have and to develop the tools enabling them to efficiently manage medical and pharmaceutical commodities, ensuring at the same time the alignment with donor and project requirements.
• Support IRC partners and supported facilities to comply with national and international standards (including drug stock management guidelines, essential drug list, and standard equipment).
• Work in collaboration with partners to develop and finalize stock orders in line with project requirements and donor regulations; Collect, verify, document, and manage all technical specifications for partner stock orders;
• Manage the gift in-kind (GIK) process and documentation in line with IRC procedures and in collaboration with the Grants Team;
• Support the Health Coordinator and Pharmacy Managers in the development of proposals and reports as it relates to the distribution of medical commodities to supported partners;
• Work in collaboration with the relevant Health and MEAL staff to develop and implement M&E strategies, tools, and plans for monitoring of partner pharmaceutical management;
• Work closely with the M&E team and third party monitors to conduct routine monitoring visits to partner health facilities;
• Manage monitoring and analysis of partner medical commodity data including consumption rates, rational use, stock outs, and planning for re-orders;
• Provide technical assistance and lead capacity building efforts to strengthen partners’ abilities to adhere to Good Distribution Practices and Good Dispensing Practices in the supported pharmacies;
• Work in coordination and collaboration with partners’ M&E departments to provide support to their internal capacity and practices for monitoring pharmaceutical management.

4. Staff Performance Management, Learning & Development:

• Hire, supervise, and build the capacity of team members in relevant technical and management competencies.
• Develop and implement remote management capacity building approaches to build the strengths of the team in Syria.
• Coach, train, supervise and mentor direct-report staff including pharmacy managers and officers in Amman and inside Syria, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.
• Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
• Approve and manage all time, attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews.
• Hold high-quality meetings with each direct report on a regular and predictable basis, at least monthly.
• Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths.
• As required identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies.
• Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
• Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of both national and international staff.
• Look for opportunities to support staff in their career growth, where appropriate. As part of succession plan and nationalization goals, identify, train and develop capability and capacity of national staff to successfully transition role and responsibilities, by the end of assignment.
• Adhere to and act in accordance with the IRC Global HR Policies and Procedures, and communicates through word and example a high standard of compliance with all applicable policies and regulations.
