Project Manager(Cash Transfer and Capacity Development) – ACTED

Job Description


The Cash Transfer and Capacity Development Project Manager is responsible for overseeing the implementation of the WFP General Food Assistance (GFA) project targeting Jordanians and Syrians living in the host communities of Northern Jordan; the project includes a capacity development component as part of which the Project Manager will be assessing and implementing a capacity-development plan for the partners’ community-based organisations (CBOs), plus additional activities related to CBOs’ development (i.e. knowledge sharing sessions, intergovernmental workshops etc).

This project aims to ensure the food security of Syrians living in the host communities in the north of Jordan through: Community Based Organisations’ (CBOs) engagement and outreach; E-card distribution, hotline management; shop monitoring; focus group discussions (FGDs), data collection for Food Security Outcome Monitoring (FSOM) and beneficiaries e-cards validation activities (if and when requested by WFP).


The Project Manager is responsible for the management of all relevant activities throughout the project cycle.

Project implementation tasks:
• Supervise all aspects of designing, planning, implementation, monitoring and evaluation, including internal and external reporting and project management formats updates: project monitoring format, budget follow up etc…
• Contributing to the development of new project proposals upon line manager request
• Ensure the delivery expected outputs and outcomes as stated in the project contract and narrative
• Effectively and efficiently coordinate team movement to ensure smooth implementation of all activities, timing reporting and solving project implementation challenges in communication and coordination with his/her manager if applicable
• Identify project risks and possible actions/solutions on how to mitigate them
• Through the use of ACTED Grassroots Organizational Capacity Assessment (GOCA) tool collect and analyse data regarding CBOs capacities in terms of: organizational and financial management, leadership and participation, project cycle management and external relations
• Ensure that the assessment is conducted following high-quality standards
• Ensure that the methodology through which the assessment is carried out is standardized for all the mapped CBOs
• Develop a capacity building action plan based on GOCA results to ensure that CBOs improve their organization and technical knowledge with civil society Projects coordinator support
• Design and organize trainings and capacity building sessions tailored upon GOCA action plan
• Organize meetings and knowledge sharing sessions as part of the capacity building plan
• Conduct regular visits to all the CBOs to ensure effective implementation of the work plan supported by CBOs Officer and other ACTED staff if relevant
• Coordinate with Civil society projects coordinator about all civil society component action plan and implementation of the activities
• Develop and update an accurate and comprehensive CBOs database to be used at base level to identify possible project partners;
• Through the use of ToRs, activity reporting and site visits, monitor the timely completion and quality of activities
• Collaborate with project staff and CBOs volunteers
• In conjunction with the ACTED Monitoring and Evaluation Unit, monitor and evaluate the outcomes/outputs of the project and document lessons learnt

Project coordination tasks:
• Effectively coordinate and communicate with WFP and other relevant stakeholders
• Maintain positive and transparent relations with partners and key stakeholders in the community
• Participate to Biweekly coordination, Bimonthly program meeting and ad-hoc meetings (internal and external if requested by line manager)
• Attend Monthly donor meeting with WFP
• Facilitate the line relationship between CBOs and local government authorities at governorate level
• Maintain good relations with partners and key stakeholders in the community

Reporting, Filling & Data keeping tasks:
• Send Monthly Project Updates and reports to donor with coordination with Project Development department
• Send monthly Project Management Framework (PMF) to the line Manager
• Archive all soft and hard copies project documents
• Regularly liaise with project development department to ensure all the donors reports data updated according to the activities plan

FLAT related tasks:
• Regularly liaise and keep a positive and collaborative relationship with finance, logistics, administration and security teams as well as project development, AMEU, and data entry departments
• In consultation with the line Manager and HR/Administration department, draft ToRS, short-lists for recruitment, interview questions/questionnaires and select staff and/or volunteers with appropriate skills for the project activities
• Manage project staff according to the established policies and practices of the organization, including through continuous coaching, regular appraisals, drafting of job descriptions etc. including (when needed) necessary disciplinary actions in line with ACTED HR and administration policies and procedures
• Support the development of the technical knowledge of field team and hotline officers also through rotation in their roles and on-the job training
• Maintain open dialogue with all team members, and treat all staff in a respectful way
• Contribute to the security management of his/her team and is responsible for knowing the location of all teams at any point in time, maintaining regular communication with the team when in the field and ensuring that all security rules are known and respected by all in the team when implementing program activities

• The Project Manager is responsible for reporting incidents to security focal points and Coordination.
• The Project Manager is responsible for raising awareness on and implementing ACTED security and evacuation plans.
