Request for Proposals: Endline Data Collection – MCC Jordan Water Impact Evaluation – Social Impact
Social Impact (SI) has been contracted by the Millennium Challenge Corporation to design and implement an impact evaluation (IE) of the Millennium Challenge Account water and sanitation investments in Jordan (MCA-J). Data collection began in 2014 and is scheduled to end in 2019. The evaluation is comprised of 12 discrete in-person data collection events with a wide range of respondent groups mapped to different treatment and control groups.
The core of the research design is based on the collection of panel data from households, farmers, and water-consuming enterprises. SI has conducted one or more waves of data collection with each of these respondent groups, updating contact information with each subsequent round. Endline data collection for these three surveys is planned for 2018. In addition to panel surveys, the evaluation will be introducing two new components at endline. SI will implement a survey with water-producing enterprises to assess sales of bottled water and tanker water, and to qualitatively assess programmatic impacts on beneficiaries of the MCA-J Water Smart Homes (WSH) intervention. This latter Task will be comprised of two distinct elements: one-on-one interviews with women plumbers who retrieved training from MCA-J and focus group interviews with NAF beneficiaries of small-scale infrastructure support from MCA-J. SI is seeking to procure all remaining data collection events through a single RFP. This RFP includes scopes of work (SOWs) for five different data collection Tasks. Social Impact is seeking proposals that encompass one, some, or all five data collection Tasks. One offeror is eligible to be selected for more than one data collection Task and Social Impact may award to multiple Offerors, with each data collection event being awarded to a maximum of one offeror. Offerors are required to specify which Task(s) they are bidding for according to the instructions stated in the RFP. Offerors may bid on one, some, or all five Tasks, with each of bid encompassing the complete scope of that Task. Offerors will not be evaluated based on their ability to bid on more than one Task, however they are invited to identify opportunities for cost-saving or improved technical quality through economies of scale. Offerors are not required to provide proposals for all data collection Tasks.
