Technical Advisor for the Component Microfinance & Institutional Reform-Development &Employment Fund – Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH

The “Development and Employment Fund (DEF)” in Jordan is seeking for a “Technical Advisor for the Component Microfinance and Institutional Reform – Development and Employment Fund (DEF)” – on a full time base employment.

Responsibilities

The position holder is responsible for the following:

  • Managing “Outreach” component including technical advice, steering of consultant teams, knowledge management.
  • Identification of advisory and training needs of the Development and Employment Fund (DEF).
  • Advising the DEF management in the institutional reform.
  • Selecting, coordinating and planning the assignment of short term experts within Outreach (DEF) Component.
  • Innovating and knowledge management.

Tasks

1. Advising the partner institution

The position holder:

  • Coordinating all activities with focal point at DEF
  • Advising the DEF on identifying needs, developing concepts and strategies, and provides technical input
  • Advising the DEF General Manager directly on strategy, advocacy, procedures/structures and institutional change management throughout the reform process
  • Advising the DEF in further developing their non-financial services, also in relation to a reach out to their branch offices in governorates
  • Moderating workshops and official meetings in case of demand
  • Participating in identifying needs for external support and advice for MFMR
  • Contributing in preparing and implementing programme activities
  • Formulating terms of reference, selects and supervises consultants in carrying out activities, including performance evaluation
  • Moderating and facilitates the DEF internal committee that is in charge of realising the reform
  • Monitoring the development and implementation of programme plans and activities in close consultation with counterparts.
  • Serving as a contact point for the Employment Promotion Programme (EPP) at DEF and its branches in the governorates.
  • Coordinating with the EPP and ensures a harmonized appearance of GIZ at DEF.
  • Identifying synergies between GIZ MFMR and EPP at DEF level.
  • Supporting the team leader in budget planning and reporting for the EU.
  • Serving as entry point for consultant missions and requests from GIZ related to DEF.
  • Monitoring component activities and regularly reports to team leader Jordan.
  • Ensuring that the services provided by the component are aligned with the partner’s needs.

2. Networking and cooperation

The position holder:

  • Ensuring cooperation, regular contact and dialogue with partners; carries out PR work and coordinates with relevant organisations, non-governmental agencies and individuals in the programme environment and with other projects to improve and maintain good working relationships
  • Communicating interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the programme/GIZ
  • Traveling in accordance with programme requirements

3. Knowledge management

The position holder:

  • Compiles related information and ensures knowledge transfer
  • Formulating appropriate input for various programme reports including progress reports, and contributes to the other reports required by the Team Leader, the EU and GIZ Head Office
  • Drawing up reports and presentation documents
  • Assisting with research activities and studies

4. Coordination tasks

The position holder:

  • Assisting in general programme planning and develops programme concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
  • Coordinating relevant project activities at local level in consultation with the Team Leader and in cooperation with the partners
  • Compiling the relevant information for joint activities and assignments

5. Other duties/additional tasks

  • Representing the interests and always acts on behalf of GIZ.
  • Carrying out relevant tasks which may not be explicitly mentioned in his job description.
  • Rregular checks the changes in GIZ Orientation and Regulations (O+R) in relation to field of work.
