Women’s Protection and Empowerment Case Management Officer – IRC International Rescue committee

Job Overview/Summary:

Senior Women’s Protection and Economic Empowerment (WPE) Case Management Officer will be responsible to oversee the quality of response services for GBV survivors, including case management and community based, focused and non-specialized psychosocial support services operations in southern Syria. The Senior WPE Case Management Officer will be responsible to manage remotely the Syria-based WPE Lead Case Managers and their team of case workers and PSS Assistant, provide daily supervision and mentoring and ensure timely, compassionate and confidential care for GBV survivors as well as vulnerable women and girls. The Senior WPE Case Management Officer provides technical guidance for case management and psychosocial support; ensures coordination amongst partners and regular update of the referral pathway. They provide feedback regularly to the WPE Program Manager, identifies successes, challenges and proposes solutions for improvement of quality responses services.
Responsibilities:
Case Management and Psychosocial Support service provision
• Responsible for the overall provision of GBV case management services conducted through the mobile case management and PSS teams as well as in WGSS-based staff, remotely, in the communities of Dar’a, Quneitra and Rural Damascus governorates.
• Responsible for the overall provision of the community based, focused and non-specialized psychosocial support services conducted through the mobile case management and PSS teams.
• Support and supervise the Case Management/PSS assistants through the provision of technical guidance through reviewing challenging or complex cases with the teams, as well as appropriate distribution of tasks within the team. Ensure that staff implement and respect best practices, and IRC protocols for case management and PSS.
• Ensure that all case workers treat survivors and clients with respect, dignity and compassion, always maintaining confidentiality.
• Ensure coordination of activities with other organizations providing GBV and protection related services, ensuring a high quality of services.
• Ensure that all case workers understand and practice the survivor centered approach.
• Support the development of internal capacity building training modules in GBV case management for the IRC case management/PSS assistants, in cooperation with the WPE Programme Manager and PSS Officer.
• Support the development of in-house guidance and SOPs for the provision of case management services, in coordination with the WPE Manager.
• Ensure data management protocols are being adhered in coordination with the WPE Manager, WPE IMO and M&E Officer.

Staff Technical Supervision, Performance Management, Learning & Development:
• Hire, supervise, and build the capacity of the PSS Assistant/Case workers in relevant technical competencies.
• Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.
• Use the supervision tool, including quality criteria checklists and follow up.
• With the support of the WPE PM, respond to any crisis situations and high-risk cases that require additional support (complex cases, clients with suicidal thoughts/plan)
• Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
• Approve and manage all time, attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews.
• Hold high-quality meetings with each direct report on a regular and predictable basis, at least monthly.
• As required identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies.
• Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
• Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of both national and international staff.
• Adhere to and act in accordance with the IRC Global HR Policies and Procedures, and communicates through word and example a high standard of compliance with all applicable policies and regulations.

Data management and reporting
• Ensure that the case management/PSS teams maintain complete, accurate, and confidential case files to document beneficiary interactions and interventions using IRC tools, in collaboration with the WPE IMO.
• Review all cases files on a monthly basis, and ensure that all forms are completed and filed accurately
• Make sure to follow case management data protection protocol for case files and beneficiary identifying personal information.
• Compile and produce weekly and monthly case management load and PSS activity reports to provide information on activities conducted, topics discussed, challenges faced.
• Support the implementation of monitoring and evaluation tools and collaborate with the WPE IMO officer on the case management and PSS beneficiary counts to inform the donor reports.
• Ensure daily reporting of attendance per activity and ensure that the data collected is accurate.
Coordination and representation
• Develop and maintain effective working relationship and referral pathways with Amman-based stakeholders including INGOs, local NGOs and Gender Reference Group and UN agencies.
• Ensure the development of effective working relationships with Syria-based stakeholders including partner agencies, civil society groups, authorities, community leaders and service providers for prompt referral, follow up and information sharing.
• Contribute to the maintenance of an up-to-date service mapping of the service providers operating in the area and take proactive steps to remain informed about the available services.
• Receive cases referred from other agencies and allocate those cases among team members. Ensure provision of feedback regarding actions taken to other agencies, when necessary and appropriate in light of confidentiality requirements.
• Lead regular planning and de/briefing meetings with the Syria-based staff to ensure adherence to standards of care, quality case management and reporting requirements.
• Coordinate with the PSS Officer to identify PSS capacity building needs for the WPE case management/PSS assistants.

Other:
• Other relevant duties as assigned by the supervisor to support the implementation of the programme.
• All IRC staff are required to adhere to The IRC Way Standards for Professional Conduct and the IRC country employment policies.

Position Reports to: WPE Programme Manager
Position directly supervises: Lead Case Managers (Syria based)
Indirect Reporting: WPE Coordinator
Other Internal and/or external contacts: PSS Officer, WPE Specialist, WPE TA, WPE IMO, Senior Integrated Protection Coordinator. Regular coordination with other humanitarian actors and partners in Jordan and Syria.
