WPE Cash Officer – IRC International Rescue committee

Founded in 1933, the International Rescue Committee is one of the most prominent international organizations working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression.
Working in coordination with the humanitarian community and the Government of Jordan, the IRC's assistance program for Syrian refugees is IRC Jordan includes both camp-based (Za’atari and Azraq camps) and urban based refugee assistance (Mafraq, Ramtha, Irbid). In the host communities, the IRC's assistance programs focus on the provision of comprehensive GBV prevention and response as well as primary and reproductive health services to urban refugees and vulnerable Jordanians through the operation of two clinics and three women’s centers. The IRC’s Women’s Protection & Empowerment (WPE) program in Jordan focuses on interventions that prevent and respond to gender-based violence (GBV), specifically violence against Syrian and Jordanian women and girls, in the light of the Syrian crisis. The prevention component focuses on raising awareness of the IRC’s WPE services and on starting reflection within communities on the power unbalances and dynamics condoning and perpetuating violence against women and girls. The response component involves providing comprehensive psychosocial support services, including GBV case management and counselling, as well as cash assistance. Activities and services designed to meet the specific needs of adolescent girls and their caregivers and child survivors of GBV are also organized. Finally, the IRC WPE Program leads different capacity building initiatives of national non-governmental organizations and community-based organizations.
As part of IRC’s Women’s Protection and Empowerment Program response to GBV the WPE Cash Officer will be responsible for the WPE cash distribution process in one of the WPE women’s center. The Cash Officer will work in strict cooperation with the WPE counsellors for the referral of the GBV cases to the cash assistance (emergency and unconditional 6 months assistance). Furthermore, the Cash Officer will be responsible to mobilize cash recipients for weekly discussions on issues related to power, GBV, and protection. The Cash Assistance Officer will take measures to ensure women and children’s dignity is honored and will work to develop community based mechanisms that will seek to promote the protection of women and children’s rights.
Under the supervision of the WPE Senior Cash Officer, the Cash Assistance Officer will also be expected to ensure that proper financial procedures and protocols are followed, the cash assistance budget is maintained, and that referrals are received regularly, and are processed quickly and privately. The Cash Assistance Officer will arrange for cash distributions and will facilitate them with the support or volunteers and other colleagues.
The Cash Assistance Officer should be committed to finding creative solutions to protect vulnerable urban Syrian refugees, and will be expected to feed into future programming design and implementation.
Be responsible of the cash distribution process cycle (distribution and follow up) after referral of the cases from WPE counsellors
Together with the Senior Cash Officer, WPE counsellors, and volunteers, establish and oversee weekly discussion series with recipients of cash assistance. Monitor and ensure that confidentiality, non-discrimination, equal access, respect and dignity are upheld through the design and facilitation of discussion series.
Follow-up on GBV and other protection issues that arise during discussion series. Make referrals to the WPE counsellors where necessary.
Work closely with local partners to ensure coordination around GBV and cash assistance in the community.
Monitor the relevance of vulnerability criteria used for identification of cash assistance recipients and support their revision and testing.
Work with the Senior Cash Officer and the Data manager on the program monitoring system, primarily as it relates to the discussion series.
Analyze data and follow up with beneficiaries (via home visits, phone calls, etc.) on cash usage.
Produce monthly monitoring reports for the Senior Cash Officer on the output/impact of the CA activity.
Coordinate with finance team, and ERD finance assistant to ensure financial protocols and procedures are followed.
Work with the Senior Cash Officer and the Data manager to ensure all data is entered into data management system for beneficiaries.
Track cash transfers and distribution of funds to beneficiaries, and lead cash distributions in the community.
Support and supervise volunteers. Prepare volunteer payments and oversee their day to day work
The Cash Officer will refer individuals who report an incident of GBV to the WPE counsellors
Compile statistics and weekly activity reports
Participate in regular team meetings and supervision sessions
Ensure that all materials are ready for sensitization activities prior to the activity
Attend trainings and assist in organizing trainings as required
Work constructively within the team and take initiative on new tasks
Prepare purchase requests as needed for program
Maintain relevant program files
Any other task designated by the Program Manager
